SCHOOL PROFILE

                  As per request of Barangay Captain Reynaldo Nauyac of Asin Road Barangay, Pines City National High School headed by Elma D. Donaal, Ed.D. an annex of Pines City National High School was established in June 1992 headed by Elma D. Donaal. Due to the distance from the main campus, on its first year of operation, classes were held at Pacday Quiñio     Elementary School, hence, the school was  named Pacday Quiñio Annex. The classrooms were borrowed from the elementary school courtesy of the principal then, Mr. Godofredo    Jarata.

When Mrs. Pablito was re-assigned as Head Teacher –in – charge of PCNHS –  Quirino Annex (now Irisan National High School), the late Mrs. Rosita Carantes, HT VI of    Araling Panlipunan became  the new Head Teacher – in – charge of PCNHS – Pacday Quiñio Annex. Mrs. Carantes was responsible in finding / searching for new site of the school as    population of both elementary and high school continues to grow. Through her efforts with the assistance of the PTA and the barangay council solicited a portion of Natividad Maikle to be donated as a school site but was turned down. Hence, they talked to the heirs of Joaquin Smith through Mrs. Soledad Camilo to donate a hectare of their lot and readily issued a Quit Claim and Waiver of Rights on April 30, 1996 and was approved by the City Council through City Resolution No. 2072, s.1996 (May 26, 1996). The deed of donation with approved plan by the Bureau of Lands under the name of the school was then signed and witnessed by Joaquin Smith  heirs,  DepEd  officials  and  the  City Officials. Mayor Mauricio Domogan signed and received the donation  in  behalf  of  the City Government of Baguio.

The first Head Teacher – in – charge was Mrs. Tita Novilla, HT V in Mathematics.   There were two year levels with one section each. The next school year 1993 – 1994, the   enrolment increased which resulted to the lack of classrooms. This prompted Elma D. Donaal and Mr. Teofilo Piggangay, assigned as teacher coordinators to rent the nearby Ave Maria Church. Mrs. Victoria Pablito was the next Head Teacher – in – charge due to the promotion of Mrs.  Novilla to HT VI at Baguio City National High School.

The school year 2001 –2002 marked a milestone of transition for Pines City National High School – Pacday Quiñio Annex. The school was transferred from its location at Pacday Quiñio Elementary School compound to the new site at Joaquin Smith compound at Km. 4, Asin Road.

In gratitude to the heirs of Joaquin Smith for donating 12,256 square meters to the Annex, City schools Board issued Resolution No. 18, series 2001 renaming Pacday Quiñio Annex to Joaquin Smith Annex.

The school is 950 meters away from the national road. Joaquin Smith Annex was

once a simple school full of mud, tall  weeds  and  classrooms  were  not  fully furnished. It was really a great sacrifice on the part of the students, teachers, and administrators since there were only four functional classrooms in the new site.

Mr. Sabado Oayet, Head Teacher – in – charge  and Mr. Diony Awas, the annex coordinator, led the construction of the makeshift structure made of wood and cogon grasses that served as improvised classrooms. Likewise, unfinished classrooms were made functional to accommodate the students. However, the makeshift building had only two rooms which were used as Computer Laboratory and Library at the same time as classrooms. Thus, first year students had to remain in the old site at Pacday Quinio Elementary School, so teachers had to walk 20 minutes from one site to the other.

On December 31, 2009, former President Gloria Arroyo signed Republic Act No. 9893 separating Pines City National High School – Joaquin Smith Annex from its  mother school, Pines City National High School. This converts the institution as an independent National High School and renaming it as Joaquin Smith National High School.

Joaquin Smith National High School is catering to the students coming from the four adjacent barangays, Asin Road, Tadiangan, Tuba, Benguet, San Luis and Irisan including  students coming from other provinces and regions. In 2013, there were 18 teachers headed by Mrs. Evelyn R. Tadeo who resumed leadership January 9, 2013 upon the transfer of Mr. Danilo Gayao, Head Teacher III in  Araling Panlipunan at Baguio City National High School who    assumed  office November 20, 2012 upon  the  retirement of Charyl Sanmillan, Ed.D. who now resides in Canada. Mrs. Evelyn R. Tadeo was designated as Head Teacher – in – charge and was succeeded by Mrs. Remedios Andrada who shared her time as Teacher-In-Charge from October 2013- June 2014 since she has to go back to Baguio City High School as Head  Teacher VI in Araling Panlipunan..

Lilia A. Pagulongan, Ed.D. came as Teacher-In-Charge from June 2014 to August 2014.  Mrs. Rosanna D. Dizon took over the leadership of this institution from August 2014 to July 2017. In June 2016, JSNHS is one of the blessed schools  in the City of Pines as it embraced the program of DepEd, K-12,  it offers two tracks in the senior high school – Tourism and General Academics, now on its second year of operation.  

Mrs. Virginia C. Alindayo, Assistant  Secondary School Principal II who assumed her duty on June 13, 2017 with nine (9) senior high school teachers, twenty four (24) junior high school teachers, one(1) guidance counselor, two (2) utility workers- one PTA paid and one City SEF paid, three(3)  security guards- two agency paid, one City paid. Enrolment boomed to more or less 700, four sections of Grade 7, three Grade 8, three Grade 9, three Grade 10, one Grade 11 Tour and GAS, one Grade 12 Tour and GAS sections. Two senior high school buildings were built to accommodate students, junior and senior high school students.
